What is the Statewide System of Support (SSOS)?

Established on the foundation of the Local Control Funding Formula (LCFF) in 2013, this system revolutionized how California approaches public school accountability. Through the framework of the System of Support, the California Collaborative for Educational Excellence (CCEE) in collaboration with the California Department of Education (CDE) and the State Board of Education (SBE), promotes principles of continuous improvement to increase equity and access.

This comprehensive system leverages coordination, collaboration, and integration with various educational entities, including County Offices of Education (COEs), Local Educational Agencies (LEAs), and charter schools. The ultimate goal of the SSOS is to provide coordinated, needs-based, and differentiated resources and supports to LEAs that lead to improved services for all students evidenced by the closing of opportunity gaps and improved student outcomes.

Breakout 3 - Innovation in Motion: Moving from Concepts of Inclusion to Results

Creating innovative, inclusive, engaging, and equitable school environments requires more than isolated initiatives—it demands a cohesive, system-wide commitment to continuous improvement. This session explores Poway Unified School District’s journey to transform their system by centering equity and inclusion for all students, including Students with Disabilities. Participants will examine how Poway USD’s system culture, policies, and practices shaped student experiences, and how equity-centered engagement strategies supported improved student outcomes. Using the Supporting Innovative Practices (SIP) Blueprint for Inclusion as a guiding framework, the session will unpack the essential elements of envisioning, building, implementing, scaling, and sustaining efforts that move beyond compliance—and into authentic meaningful inclusive schools. Participants will leave with practical tools and insights to elevate their LCAP from paper to action, and deepen your district or school’s commitment to meaningful, equity-driven student engagement.

Breakout 4 - Intentional Design of System-Wide Inclusive Cultures, Policies, and Practices

This session highlights how three Technical Assistance Providers collaborated to support a County Office, SELPA, and LEAs in reimagining inclusion by co-designing educational systems through the lenses of culture, policy, and practice.

Presenters will share how they developed a tailored professional learning and coaching experience responsive to the unique needs of each geographic region and its County Office/SELPA and LEAs. They will also discuss the impact implementation of Universal Design for Learning has had on building inclusive systems and improving outcomes for students with disabilities.

In addition, representatives from the County Office/SELPA and LEA will share their journey and reflect on how the technical assistance contributed to meaningful changes in practice and student outcomes.

Breakout 5 - Building Brilliant Futures: Math, Science, and Computer Science from Birth to Graduation

This session will highlight how two innovative initiatives are supporting math, science, and computer science learning from early childhood through high school. Breakout 9- The Power of We: Strengthening Local Preschool Special Education Through Regional Professional Communities

How can cross-district collaboration lead to stronger, more inclusive, and effective preschool special education programs? This session will explore how the California Early Childhood Special Education Networks (CalECSE) statewide regional Communities of Practice offer a powerful framework for improving local practices through shared learning, reflective dialogue, and collaborative problem-solving.

Participants will examine real-world examples of how districts are working together to enhance key areas, including assessment practices, inclusive program models, transitions from preschool to TK and kindergarten, and the transition from Part C to Part B. The session will also highlight strategies for addressing common barriers to service delivery, strengthening partnerships with state preschool and Head Start programs, and building authentic family engagement.

Attendees will leave with the information needed to connect their teams with a regional community of practice, practical tools, and a deeper understanding of how district leadership can drive sustainable improvement by fostering a culture of collaboration. Designed for both special education and general education leaders and educators, this session will offer fresh insight into the collective power of professional communities to elevate early learning experiences for all children.

Breakout 13- Breaking Barriers to Graduation: How Anaheim UHSD Drives Student Success

In 2023, seven California school districts came together to take on a shared challenge: to ensure students with disabilities graduate high school. With support from the California Department of Education and the System Improvement Leads project, these districts formed a learning network to test new ideas, share strategies, and support one another in making real change. In this session, you will hear from Anaheim Union High School District, a network team, about how they broke down systemic barriers and created the conditions for more students to cross the graduation stage. Learn how they aligned teams, focused on what mattered most, and stayed committed to student success, even in the face of competing priorities. You’ll leave with practical strategies and renewed energy to support every student’s path to graduation.

Breakout 16- Learning to Lead for Equity: Continuous Improvement through Professional Learning Lesson Study

Professional Learning Lesson Study (PLLS) is a continuous improvement (CI) approach implemented by the 21st Century School Leadership Academy (21CSLA) for expanding the capacity of regional leaders to improve professional leadership learning opportunities through equity-centered self-study. 

This session will:

(1) provide an overview of PLLS as a CI approach for improving equity-focused professional learning, 

(2) share the application of PLLS to professional learning through a community of practice model (the PLLS Collective), and 

(3) provide an opportunity to engage in a sample PLLS protocol/strategy/process that can be applied for equity-centered self-study in other professional learning contexts.

Breakout 20- Promising Practices for Reducing Suspensions for African American Students

This session will present findings and actions from the Improvement in Action Reducing Suspensions for African American/Black Students Networked Improvement Community, a 2024-25 initiative that provided opportunities for 7 schools sites throughout the Bay Area Geographic Leads Consortium to explore disproportionality in suspensions for African American/Black students and create school site action plans to address the gap. Session content will include an overview of the improvement process as a model for school teams who wish to implement this process, and findings from the Bay Area Geographic Leads Consortium: Promising Practices Report on Reducing Suspensions for African American/Black Students.
